Ukraine Calls for Boost in Military, Energy Ties With Libya

Ukrainian President Viktor Yushchenko is calling for greater military and energy cooperation with Libya.

Mr. Yushchenko issued his call Tuesday in Kyiv, at a joint news conference with Libyan leader Muammar Gadhafi.

The Ukrainian leader said his country has what he called "colossal potential" for supplying arms, technology and other resources to energy-rich Libya. The two leaders also signed an agreement on avoiding double taxation for their citizens and a deal on standardizing weights and measures.

Neither leader disclosed details of their talks or whether they have led to other formal agreements. More talks are set for Wednesday.

Mr. Gadhafi arrived in Ukraine from Belarus, where he held talks with President Alexander Lukashenko. He earlier visited Moscow, where Libyan news reports say he signed a civil nuclear agreement with Russia. Moscow has not confirmed the deal.
